Hi.

I’d like to ask if there is any way to create a slider for images only (not the slider of blog posts) on top of the blog page or any pages below the site navigation? Is this something that we have to do it manually or any prebuilt from TheBlogger that can make it possible?

Hi, this can be done by using an image slider plugin like these;

https://wordpress.org/plugins/search/image+slider/

you can then add the image gallery widget (provided by the plugin) to your Page Featured Area.
