I have the “Content Editor: Top” specified under “Gallery options”. But my content editor content still shows up on the bottom in my galleries. Is there a fix for this?

Try to drag and drop the galleries below the content. If you still have any issue, deactivate cache plugin and clear the cache and try it again.
ThanksHi! Thanks for the answer! I have dragged it to the bottom, deactivated all plugins & deactivated/activated the theme, but the problem persists. I’ve also checked in incognito mode and on another computer.

It is your gallery page. So you can create a standard page instead of gallery page and re-arrange your content instead of gallery feature.
ThanksHi again! Thank you for your answer I understand. However, this gives me another problem: how to I add a gallery to a standard page? I have selected “Gallery” as the page template but nothing changes. Do I need to do anything else?

Go to dashboard > pages > create a new page > add your content and under the content use add media button. Create a gallery and upload your images and insert into page and save it.

The normal gallery page is set to show only the gallery, not to add content. You need to make extensive changes to the theme main codes if you want to change the gallery page.
