I am looking to create multiple pages that have a block of static text above an index listing the titles (links) of a specific post category.

For example:

My current homepage is this:

http://www.ericgardner.net/

When you click on “Policy” I would like to have it go to a similar page, with a block of static text above an index of posts categorized as “Policy”.

Is this possible?
