How would one go about customizing the 404 page? Is there are way to create a standard WordPress page, and set is as a new 404, or should it be done inside the Editor and modifying the .php page?

Hi, it is a static page, I mean a .php file that WordPress knows from its name 404.php. You can edit by navigating to Appearance > Editor > 404.php.
