To Top plugin

    Hi, I noticed the Dynamic “To Top” plugin is mentioned in the documentation and functional on the demo site for “Bloggy”. If I want that functionality, do I just install the “Dynamic To Top” plugin, or does the site already have the option available in the settings panel. I can’t seem to find the option, but didn’t want to duplicate with a plugin if not necessary.
