Is there a way that I can archive posts by year instead of by month? It looks like that option is available in part-archive-title.php, but I can’t see where it’s getting the flag from that chooses the date option.

Ideally, I’d prefer to archive the current year by month, and all previous years by year.

You can use this function with custom URL. Create an archive menu item and put your custom URL as you can see below.
