Can anybody explain to me why Noto Serif isn’t available from the fonts dropdown menu in the Theme Customize options?

I thought all Google fonts are available there. Who/what decides which fonts are available there and which aren’t?
And is there any way I can use Noto Serif with my ‘Read’ blog?
