Do you mean hover color?
Go to Appearance > Customize > Colors > Link Hover Color

No. i already set hover color, when you at homepage the menu Home will be another color, when you at blog page, the menu Blog will be another color.

in your READ theme, have Customize > Colors >ACTIVE MENU COLOR, but at Editor theme, i can not find it.
