What i need to know, if it’s possible to change the homepage block mouse over effect from dark/light to light/dark?

You can try to use this

.cd-item a:hover:before { opacity: .1; }

or these codes;

.cd-item a:hover:before { opacity: 1; }
.cd-item a:before {  opacity: .3; }
