I am beginning to work with TheBlogger/Anna theme. I need to set up the site with a home page with static content — a splash page — that then links to the theme’s perfect blog page. Can you direct me to where I can find info on doing that? Appreciate the assist.

Hi,
When you create your custom page then go to settings > reading > choose front page : custom homepage and chose:blog page as post page and save it.
