What can I do about this notification?

Updating Plugin Tutor LMS Certificate Builder (1/1)
An error occurred while updating Tutor LMS Certificate Builder: Update package not available.

If I delete it and re-install it, it will not update. Is there a link that needs to be adjusted or something, let me know!

Hi,
We provide you with a tutor lms pro license, but if the certificate builder requires a separate code, you can discuss this with tutor lms support. Update part is not a part that we can intervene.

The Tutor LMS Certificate Builder is not operating properly, and the plugin is not being updated. For the customer, the error message is “Nonce not matched. Action failed!. Please do what is necessary.

tutor LMS developers not helping to us (he wants to be connected by agency license purchaser OR BUY NEW PRO LICENSE FROM THEM).

If you have Jetpack installed on your site, please try disabling the Protect feature from the Jetpack dashboard (For most of the WordPress.com sites)
If you are using any type of caching plugin, please check that hard-level compression of JavaScript is disabled.
If you are using any type of caching plugin, please check that hard-level compression of HTML is disabled.
